- Combine oil, vinegar, lime juice, cumin, and garlic powder; thoroughly mix.
- Add peas, tomatoes, mangoes, and green onions and toss gently to coat.
- Season with salt and pepper to taste.
- Refrigerate four hours and serve with tortilla chips.
