- Preheat oven to 350°. In a small saucepan, melt butter. Stir in the flour, salt and pepper until smooth. Gradually add milk. Bring to a boil; cook and stir until thickened and bubbly, 2 minutes. , In a greased 2-1/2-qt. baking dish, layer with a third of the potatoes, half of the hot dogs and half of the onion. - Heat oven to 350. Coat a 13x9x2"-inch baking dish with nonstick cooking spray.
- Heat a large nonstick skillet over medium-high heat. Add the hot dogs and cook about 3 minutes per side until nicely browned. Remove to a cutting board and cut into 1/2"-inch pieces on the bias.

Cook just until a few minutes just to make them slightly crispy or with grill marks.
