- Cook macaroni. Brown ground beef and onion. Add tomatoes and tomato sauce and macaroni. Simmer 20 minutes. Season to taste with salt and pepper.

- Put the beef into a deep skillet. Cook until there is no pink in the meat. Drain the ground beef and set it to the side.
- Place the 2 onions and the butter into the skillet. Cook until the onions are soft. Place the flour and cook it till it forms a rue and it becomes a light golden brown. Pour in the milk and stir until it becomes a gravy. If it gets too thick, pour in the water to thin it out a little bit.
- Place the cooked beef back into the skillet and let the gravy heat the ground beef back up. Serve immediately.
