Steps:
- Preheat the oven to 350 degrees F (175 degrees C).
- Steam the package of broccoli in the microwave until heated through, 4 to 5 minutes.
- Melt butter in a large saucepan over medium heat. Add milk, flour, and salt. Cook, stirring constantly, until mixture is thick and bubbling, 3 to 5 minutes. Add cream cheese and stir until bubbling. Remove from heat.
- Stir in the broccoli, 1/2 cup bread crumbs, and 1/2 cup crushed crackers. Sprinkle the bottom of a round glass baking dish with another 1/2 cup bread crumbs and 1/2 cup crackers. Pour broccoli mixture into the dish. Top with Cheddar cheese and the remaining bread crumbs and crackers.
- Bake in the preheated oven until cheese is melted and top is browned, 30 to 35 minutes.

- Butter casserole dish. In a large pot, melt 3 tablespoons butter and flour over medium heat until golden in color to make a quick roux. The roux should resemble the color of peanut butter. - Heat oil in a medium saucepan over medium heat. Add cauliflower, garlic, shallots, and 1/2 teaspoon salt; cook until softened but not brown, about 10 minutes, stirring occasionally. Sprinkle with flour; stir to coat well.
