BASMATI RICE WITH CARROTS, RAISINS AND SPICES (KABLI)
Rice is the centerpiece of an Afghan party, and people always pay attention to see that it is cooked properly and that there is plenty. This dish is traditionally made with lamb, but because many customers at catering events are vegetarian, it has been successfully adapted to a vegetarian dish. I at least double the spice amounts but have posted the original quantities.

Steps:
- Rinse rice under running water until water is clear.
- In large bowl, cover rice with water; soak for 1 hour, drain.
- Add salt to large pot of boiling water; add rice.
- Cover and simmer until tender, 6 to 8 minutes.
- Drain, reserving 1 cup (250 mL) cooking liquid; set liquid aside.
- Pour rice into large Dutch oven.
- In skillet, heat 1 tbsp (15 mL) of the oil over medium-high heat.
- Add sugar; stir until dissolved.
- Add reserved cooking liquid; bring to boil.
- Slowly pour over rice, stirring to coat.
- Stir in cardamom, cinnamon, cumin and pepper.
- Bake in 450°F (230°C) oven until water is evaporated, about 10 minutes. Reduce heat to 200°F (100°C); bake, covered, for 1 hour.
- Spoon into serving dish, mounding attractively.
- Meanwhile, peel and cut carrots into very thin strips or grate coarsely.
- In skillet, heat remaining oil over medium-high heat; saute carrots and raisins until tender, about 2 minutes.
- Spoon over rice.
AFGHANI LAMB AND RICE DISH
Known in Afghanistan as quabili pilau, this is a delicious and festive dish. A combination of several quabili recipes that I found online and made my own, my inspiration coming from an Afghani family in town that operates a food cart from which they sell the most delightful Afghani food. This is truly a perfect example of the best fusion of Asian and Arabic ingredients.

- Preheat oven to 325 degrees. Soak saffron threads and set aside.
- Meat: In a large pot in plenty of water add the ground lamb, 2 T. of the onion and salt and pepper. Bring to boil and cook meat for about 15-20 minutes or until meat is no longer pink. Drain meat and reserve all the cooking liquid. Set meat aside. (It is very important to save the liquid as this will be used to cook the rice.).
- Rice: In pan combine the reserved lamb stock, the rice, the saffron threads-straining the threads but including the soaking water, cinnamon, ground cumin, ground coriander and the cardamom powder. Cover, bring to boil and simmer 20 minutes or until grains are tender.
- While the rice is cooking saute the carrots with the sugar on medium heat in a little bit of oil about 5 minutes, being careful not to burn. Next add the onion and raisins and saute another 2 or 3 minutes until carrots are slightly tender but still firm, onions are soft and raisins have plumped up. Set aside.
- Lightly oil an oven proof casserole dish. Spoon half of the carrot mixture on bottom of casserole, followed by part of the meat mixture, then some of the rice, layering the ingredients so that you end up with rice on top. Cover and bake about 25 minutes in low oven.
- Remove casserole dish from oven. Garnish with the remaining carrot/raisin mixture and fresh cilantro sprigs. Season with salt if necessary.

- Heat the ½ cup of olive oil in a fry pan to medium, add the lamb with fat and fry until a golden brown.
- Add 1 cup of water and 1 teaspoon salt. (The oil will splatter when you add the water so be careful). Cover and simmer until the meat becomes tender.
- Wash the rice and then soak for 20 minutes. Cook the rice following the package instructions for only half the time with 2 teaspoons cumin seeds and 1 teaspoon salt.

- Transfer 2 ice cubes into a glass. Sprinkle the saffron over the ice. Let the ice melt. The saffron will dissolve in the water. Alternatively you can dissolve it in a few tbsp freshly boiled water.
- I used lamb shanks for my Kabuli Pulao, for the purpose of presentation. You can however use lamb shoulder or leg. In this case cut the meat in about 2″ / 5cm large chunks.
- Melt the butter in a small pan. Add the carrots and gently fry them over low heat for about 5 minutes. Then sprinkle the sugar over them and put on the lid. Let them caramelise for about 10 minutes.

- Rinse the rice until the draining water is clear. Afterward, let the rice swell in the water for about 2 hours.
- Cut the onions into small cubes. The meat can be freed from sinews and fat and then cut into bite-sized pieces. Sweat the onions in a hot pan in a little oil.
- In the meantime you can mix the spices with about 500ml of warm water to a spice broth. With this, you extinguish the meat in the pan. Let everything come to the boil and cook the meat for about 1 hour with a closed lid and low heat.
- Heat some oil in a large pan and fry the raisins briefly until they swell. Take them out and then fry the carrot sticks in the same oil together with 1 tablespoon of twitch for about 3-4 minutes.
- As soon as the meat is cooked, take it out of the pan and put it in the oven while it is still warm. Pour the remaining meat stock into a large pot and add the rice.
- When the liquid has been absorbed, you can first use a wooden spoon to pierce small chimneys in the rice so that the steam can escape. Now place the warm meat on top and cover it with the carrots, raisins and almonds.
- To serve, first put the meat on a plate and then layer the rice on top. Finally, add the carrots, almonds and raisins to the rice and serve hot.
